Because the people of the town make up the town that way. It most of the people did not think the same then the town wold be diverse. It might even flourish with new ideas. Instead, people continue to keep the same ideas and the town stays the same. This includes specific last names, racism, and the overall normal for society.

To me, personally, the town is portrayed in a type of way that seems as if Maycomb is an actual person and the events that happen are happening in someones mind. Like a conflict of subconsciousness.
